Ex: typically suburban areas transitioning from exclusionary and high opportunity to inclusionary and low opportunity.

Historically, disinvestment in some communities began with the federal government's decision to starve those communities of resources, primarily because of the presence of people of color.  In other communities, disinvestment followed white families' flight to the suburbs to avoid racial integration.

 

In communities facing disinvestment, redress advocates should prioritize policies and programs that stabilize families, regulate slumlords, create opportunities for mobility, and catalyze investments, such as:
